EMC Work Program - 2010

Executive Committee Items:
1.  Increase the visibility of the EMC.
a.  Focus on fewer tasks / focus on those tasks with greater intensity.
b.  Network with towns and other groups on environmental matters.
c.  Make reports at Board of Legislators meetings.

Natural Resources Committee Items:
1.  Stewardship of Public lands:
a.  Inform public of land preservation activities in County (i.e. land trusts, etc.).
b.  Promote stewardship of public lands.

2.  Monitor FERC License compliance for hydroelectric projects in St. Lawrence County.

3.  Work with Board of Legislators and others to address waste disposal issues:
a.  Participate in the household hazardous waste collection effort (2 collections in 2010).
b.  Investigate additional electronics collections.
c.   Address leachate control at closed landfills.

4.  Invasive Species:
a.  Work with regional and local organizations to combat invasive species.
b.  Disseinate information developed by DEC, Cornell Coop. Extension, SUNY ESF, USFS, 
     APHIS, etc. on invasive forest insect  pests and plants.

5.  Participate in St. Lawrence River Advisory Committee, Raquette River Advisory Committee, 
     St. Regis River Advisory Committee.

6.  Research and write draft local law regarding groundwater withdrawal issues.

7.  Make recommendations to St. Lawrence County Board regarding use of ERF monies.

8.  Finish and implement Climate Action Plan.

9.  Update EMC website and add trails information.

10.  Investigate noise and pollution limits for ATVs and snowmobiles.

Education Committee Items:
1.  Plan Annual EMC Retreat in February.

2.  Plan/sponsor/participate in Earth Day event(s).
a.  Possibly a clean-up day, scheduled in conjunction with the County Planning Board.

3.  Schedule speakers for EMC meetings.

4.  Sponsor/participate in the annual Envirothon (5/13/10).

5.  Participate in the Indian Creek Nature Center Conservation Field Days.

6.  Open Burning – Continue awareness campaign:
a.  Promote alternative actions, including the ag plastics baling program.

7.  Re-convene Ad Hoc Wind Farm Model Ordinance Committee (Ad Hoc WiF MOC) to revise
     model law.

8.  Monitor county progress on environmentally-sensitive procurement process.  Provide further
     information to the Board of Legislators.

9.  Review County’s Solid Waste Plan.
a.  Begin to draft updated Plan.
b.  Promote proper disposal, recycling options.
c.  Develop models for communities to handle trash (e.g., Norwood or Colton models).
d.  Coordinate efforts with Natural Resources Committee.

10.  Support student research / Citizen Science projects.

11.  Monitor issues of climate change.

12.  Investigate proposal to eliminate plastic shopping bags.

13.  Develop monthly messages for the Board of Legislators.
